Mawlawi Abdul Rab Arshad, head of the Justice and Criminal Investigations Department at the Taliban Ministry of Defence’s Office of the Chief of General Staff, says people in Afghanistan may file complaints if they face oppression and injustice at the hands of rulers, but they are not entitled to rise up against the group, even if their rights are violated.
The Taliban official made the remarks in response to a question from a student at the Military Medical University about the people’s right to seek justice and defend their rights against the oppression of rulers. He said citizens could submit their complaints to officials, but were not permitted to rise up in opposition to the government.
During a religious studies class, the student had asked about the concept of “baghi” (rebellion) in Islamic law, and whether people facing oppression, violations of their rights and insults by rulers were entitled to take action to obtain justice and defend their legitimate rights.
In response, Abdul Rab Arshad said that if people’s rights were violated by rulers and their complaints were not addressed, they could call those officials to account on Judgment Day.
He also rejected opposition to the government through uprisings, the use of weapons and anti-government propaganda, urging people not to rebel against the rulers.
The remarks come as the right to protest, freedom of expression and official accountability remain among the contentious issues in Afghanistan under Taliban rule.
