Noorullah Noori, the Taliban’s Minister of Borders, Ethnicities and Tribes, warned Pakistan and armed opponents of the group on Wednesday, September 30, 2026, during a meeting with a number of Kuchi elders from six provinces.
Noori called on Pakistan to understand Afghanistan from historical, ideological, political, and experiential perspectives and to learn from the country’s history. Referring to past wars in Afghanistan, he said that foreign powers had faced defeat in the country.
The Taliban’s Minister of Borders, Ethnicities and Tribes also addressed armed opponents of the group, saying that they could return to Afghanistan for dialogue and to resolve differences. He said: “Afghanistan is the home of all Afghans. We are people of understanding, and we will talk with you.”
However, Noori warned that if opponents entered through war and weapons, they would face a military response from the Taliban and “would be defeated.”
He also criticized the National Resistance Front, the Afghanistan Freedom Front, and other armed opposition groups, claiming that these groups had stood alongside foreign forces during the presence of U.S. and NATO troops in Afghanistan.
These remarks come as relations between the Taliban and Pakistan have been tense in recent months amid increased border tensions and mutual accusations over support for armed groups. Pakistan has rejected Taliban allegations of supporting the group’s opponents, while the Taliban has accused Islamabad of interfering in Afghanistan’s affairs.
