The International Criminal Court (ICC) has announced that it has issued arrest warrants for Habibullah Agha, the Taliban’s Minister of Education, and Neda Mohammad Nadim, the group’s Minister of Higher Education.
According to the court, the two warrants were issued on September 9, 2025 (September 18, 1404), at the request of the Office of the Prosecutor, but remained confidential until Monday, October 5, 2026 (October 13, 1405), when they were made public.
The International Criminal Court said the two Taliban officials are being prosecuted on charges of crimes against humanity in the form of gender persecution. The charges are related to policies and actions that have deprived women and girls in Afghanistan of access to education and some fundamental rights and freedoms.
The arrest warrants do not mean that the individuals have been definitively convicted, and their cases will proceed through the ICC’s judicial process.
